More Evidence of Infrastructure Breakdown

Thursday, 15 February 2007, a truck jack-knifed on an ice covered road in Pennsylvania. Twenty four hours later... there was still no response to this accident, which by now had caused a backup of cars for over 50 miles. Is this evidence of a shortage of people or capabilities, or is this a breakdown in communications? Either way, this is absurd. Either way, this is a system unable to cope with an event that could have been resolved within an hour. In my opinion, this is clear evidence of our continued infrastructure breakdown.
